Dominate Person should dominate Goblins

Presently it doesn't - except for PC Goblins.

Either that, or you should make PC Goblins immune to the spell.

Dominate Person applies to Humanoids (technically, it should apply to any creature of the same type - like a Monstrous Humanoid casting Dominate Person should hit other Monstrous Humanoids), and Goblins are Goblinoids.

PC Goblins are skinned halflings, who are actually Humanoids themselves.

The latter seems more appropriate, as goblins are monsterous humanoids.

bassically once you get hold monster you will be able to hold all types that are not immune to the spell.
