The Angels' Guild of Hempstead can fill this order, but not for less than 23,000 true.  I would have to check on the availability of Swan Boots as they are quite rare.  If said boots are not available we could fulfill the other requirements for 19,000 true.

I have checked and we do not possess the boots you seek, so the final offer of 19,000 is valid for all but the boots.
