This, in fact, is how characters' descriptions are changed during description change requests. A GM with database access edits the stored .bic file directly.
As you indicated, using LETO it's possible to give a character whatever stats you want. This is one of the reasons we keep all characters server-side.

I remember playing a server that had the character saved server side, but we were still able to use the selection screen where you choose the character you wish to play, press customize and change the appearance of a character. Haven't plaid there in a long time since the server is gone, so I can't check if it was possible to change the name and description of the character.
