how young can a potential pc be and be stonebound?
reason: Andrew's son is six and has been expressly forbidden to touch the stones yet - and is thinking hard on willful disobedience after losing his friend Rachel.

As only a "potential" PC, he stands a chance of dying in the process, just like everyone else.
I don't think the bindstones care about age though, given the varied ages and points of maturity for the various races.

I'm not sure how a six year old would manage to get to a bindstone alone? Unless there is one in the field next to where he sleeps at night, or maybe if he dashes for one at a temple.
Still, as Dorganath says, I'm not sure why age would matter to the magic of the bindstones.

The bindstones in the cities are in reasonably safe locations; he'd sneak out to the one in Leringard most likely, if it happens.

Depends where the 6 year-old lived. Hlint's, for example, is right there in the middle of the town square...more or less.

Hlint, Vehl, Dalanthar, Leringard, Castle Mask to name a few have a bindstone right in the middle of the city yeah.

Dorg's example of Hlint makes sense, as it's a small village. Leringard, on the other hand, is a city of fifty thousand people, and the IG representation does not (cannot) do that justice. From the Leringard Arms to the Bindstone by the gate is likely more than a mile (perhaps several- The Arms supposedly lies nearer the heart of the city, along something of a dividing line between the high society and the low society living arrangements), either down busy or dark streets. At six years old, that's a huge distance, and then add to that the real obstacles in his path, which includes his getting lost or worse. If he stayed in a house near the gate by which the bindstone sits, and he can see it out the window, well yeah, that would make sense as feasible for a six year old. But coming from the Arms? I'd be hard pressed to buy that a six year old successfully managed to pull off the journey to and from.
Hm... I'm not sure if this is off-topic or on-topic since your post regards the boy although you seem to be asking specifically about how the bindstone might treat children.
EDIT: As a note, by ten years old, that journey would be easily feasible.

Adding one additional thing with regards to Leringard:
For all their bad reputation, the Blackwatch is most likely to either take a child that young to the nearest guard station and track down his parents or, if they were familiar with the parents just escort him home (without taking no for an answer. I.E. by the scruff of the neck and dangling off the ground if necessary). It is possible he could get by them, they aren't omnipotent, clearly, but the Blackwatch have a long tradition of being a strong presence throughout the city due to the many dangers within and without.
There are all sorts of options for bad things to happen to the too young child in Leringard. It is not a "safe city," generally speaking. While not quite on par with Vehl danger wise, Leringard plays host to it's own daemons that are as bad and worse at certain times. Even a child of ten going across town has a strong risk factor on any given day, modified by area of town and events in the "background" politically and socially.
