Idiot question

I'm trying to change the color of my Hood of the High Courts.  I know I did it once but now I can't remember how.  none of the various armor modification stations give me the option to change it.  what am I missing?

Hood (helmet)should be on the forge.... if it isnt. Put on another helmet... click the forge but DONT CLICK modify helmet yet..... swap hood this hood then click modify helmet.
