Character owned buildings

So, random idea that popped into my head while I was taking a shower:
I know there has been frustration with the housing/space that players can own. Also, I know many characters, my own included, would like to own a place for something other than storing items, or be able to create an organization that doesn't fit the mold of the current rules for guild creation. One possible solution I think might be to allow players to buy map pins or signs on buildings that aren't currently being used. I don't know how feasible this is, but it would avoid the problems of creating new areas, and would help flesh out the world and allow players to accomplish things in a way that I think many feel is very difficult right now. Other characters could be wandering through a town and see where a Suzy the Cleric of Aeridin has created a free clinic, or where a Biff the Champion of Vorax trains others in the art of war.
This could be integrated into the existing guild rules, or it could be a separate system. I would prefer the latter, as it would allow characters to be a larger individual force. I know some will say this is counter to the spirit of an rp server, however I think there are times when one can roleplay individual effort. The way I see this working is Joe Schmo wants to create a Goblin anti-defamation league: he must have entries in his CDT showing why his character is interested in pursuing this cause, and then submits a proposal detailing the exact steps he would go through to create such a group, including some which would need to be RPed (holding an IG interest meeting, posting in the taverns for interest). The Illustrious GMs approve this, and assign a (suitably large) cost and possibly weekly upkeep fee. In some situations a CDQ might even be neccesary. Obviously there would have to be substantial rp and monetary requirements or the world could quickly become flooded with these markers.
What do other people think? Is this something that would be workable, and would other players be interested in this?

Heck yes.

As my character Pyyran Rahth intends to open an Academy of his own upon retirement, I think this would be a GRAND idea.

And I've seen the Hamp (or Velesnk?) Trading School somewhere. A little sign outside a door of... Something.

I am not positive but I think we could do this sort of thing and allow for the sign names to be changed with the system we have in place. The issue/concern is the following:

1) It would only be for signs. I say this because this would not allow for storage or anything like that inside of the building(s) that the sign is beside, our systems just do not work that way and to make it work that way I think would take a LONG time coding--if we can even do that.
2) This would then allow signs to be placed at any location outside (any outside area at any time). This is an NwN issue/coding problem. While it doesn't sound like an issue I can see multiple ways that it could become that way.

There are other concerns in the back of my mind with this suggestion, but it is a valid one, and it is one I have thought about a few times over the years but I never tried to have it implemented because there are some pretty serious limitations/concerns with it (system/community side of things).

A placeable sign object (like the flag of might type thing?) that could be named with the quill system would be pretty neat.
  My vote would be to:

  • Make it removable by the placer only
  • Disappear on server reset
 I am against persistent markers myself. I don't think you should be able to place a permanent memorial to yourself if you're not around to staff it.
  These signs would be neat ways to advertise tavern openings (a bartender could work inside the Wild Surge after placing a "Jack Daniels on duty inside!").

I don't see Lady Rhynn killing a customer that didn't tip.  I could see her being upset, pacing around the kitchen for a bit, and then doctoring the fool's food with some "special" additions the next time he was stupid enough to return.  On the other hand, I don't know her that well either.  I do know her well enough to know to leave a nice tip!
