These emitterbased shield appeared in a Bioware article a month or more ago. I think it was discussed here on the forum as well.

The conclusion was that the shields aren't suited for Layonara. Only certain creatures might use them, but to add all the shield to the server for a few creatures isn't reasonable.

At least, I believe that was about it.

It would make an interesting spellsword ability, what with the whole magic fizzling and needing to wear all forms of armor.  Shields weigh a lot when you're mining.  It would be pretty cool to spark up an ability that whips out a weightless, non-spell failured piece of generic equipment.  At the lowest levels it could start off as a buckler, then a large shield and finally a tower.  Might also make a nice divine spell too.
