Boat Papers not working

I talked to the ship captain in Hampshire. When he asks me for a ticket the only option i have is "No, sorry"

I have a ticket packet with 8 tickets left.

I checked the other captain, the tickets work with Lorik the captian but not the other one.

Fixed in next update.  (The generic captains in the palette seemed to lose their variables when placed)
