As I understand it.. they can. Even Mages or Druids just using the lvl 9 Spell Shapechange.

But lets face it, the Shifter's Dragon form hardly needs anything added to it. Its already grosely over-powered.
As with the lvl 9 Shapechange spell Dragons / ( and Balor's since they have wings ) ... RP wise it's likely they could fly too. It just requires some RP and imagination for them to do it.

Actually giving them the mechanical ability to do it Ingame of course is something else, requiring alterations to eda files, gigglyboop scripts and wappadoodle codes. ( and other various things I know nothing about )

But if the question was from an RP standpoint, then yep... as I understand it, they can fly.

I could be wrong, but I thought it was RP'd that the Druid could use the Branch to teleport pretty much "anywhere" they wanted anyway.
The Branch mechanics ( and to avoid it being way to powerful ) however only lets you select one location.

That said... I'm a firm believer the Druid class does not need anything added to make it more powerful or fun to play.

Word tells of a large operation about to get underway in the Palden lake area to clean and cleanse the land of the disease and contagion that's plagued it since the Tsunami's.

Druids, nature-inclinded individuals and some odd assortment of characters can been seen gathered in locations of the Lake, mainly by the side of the main road which passes through, where a few small tents have been hastily erected.
Within one sits a small table, dragged from who knows where, with a large map of the surrounding area of Palden lake. Trouble hunches over said desk, squeezing tightly a red rubber ball in his hand as he glances around at everyone and makes little marks and notations on the map, seemingly handing certain people certain areas of the lake.

" Right... Holly and... er... Acacea, if you take this section here. Kepp and Zahid.. if you take this here... me and Ell will take all this section here... and ... " he goes on and on, occassionaly rubbing his temples and squeezing the ball as though the thought of it is actually hurting him.
Eventually, he stands up straight and bounces the ball off the soft, muddy floor with some finality and pockets it, looking around at everyone.

" Right folks... first part.. you know what to do. Cover your area as best you can, find any animal or creature thats diseased, and try your best to cure it. Don't take no risks. Some things may be too gone for us to help... its sad but thats the way it is. Lets just try and save or help what we can. Forget about trying to lead them off somewhere safe... just find... cure... and move on to the next.
Once you covered yer area... come back here an we'll start right onta the next bit. Got it?"

Secretly praying for no unexpected questions he may not be able to answer, Trouble squeezes the ball in his pocket as though for silent guidance and picks up his pack and readies to go.

Half the reason Pixie's are hated... is not because they "can" open locks.
It's because the Mage's controlling them usually dont wait or give the rogue's in the party a chance to use their skills.
Often enough when in a group and confronted by a locked door, mages automatically summon their pixie without even wondering or asking if their is a Rogue present.

If Mages could just resist that temptation and allow the Rogues in party to shuffle their rings and equipment around ( As most do ) and open the door themselves, I think they'd be much less despised.

Strangely, I've never had this problem.

Even if in a ShapeForm if I drop to dangerously low HP, and shifting back to my low Constitution human form "should" kill him... it doesn't.
He is instead reduced to 1HP... and I've never had him actually die from shifting back to human.

Although I'm trying to recall if I do this after a battle or during. Not sure if that even makes any difference though.

Yeah, sorry about that.  :(

Often enough logging in to NWN ... half way through loading, it jumps back to my desktop.
Try to jump back to NWN and it freezes and I have to sit and wait for it to crash before I can load it back up.

"Trouble!"

Trouble stopped in his tracks, wading into the waters of lake Palden, the water sloshing up against him just up to his waist. The stench of death and decay in the air was almost overpowering, and bugs and mosquito's danced across the surface of the oily and polluted water like they were doing a little dance.
He half turned, trying to keep his balance, and looked up to see Holly, one of the Druids helping with his task. She had a hand over her mouth, her eyes glazed as she pointed a finger to something floating in the water not far from Trouble.

" Its... another one.. " she murmured softly, and let her hand drop as though she was exhausted beyond measure.
Trouble turned to look where she pointed, and saw it. It seemed like nothing more than a pile of rags floating on the surface of the water, but neither of them had any doubts they would find yet another body face down underneath it.
Sighing sadly, Trouble wades his way out to it, flies and bugs buzzing about above it or crawling over the few parts of the cloth that hadn't soaked yet.
He stumbled for a moment, loosing his footing on the lake floor as it dropped sharply and the water came up to his chest, just below the neck.

Cursing, he reaches out, his fingertips brushing the cloth rags and holding on, pulling them towards him. This was the fifth body they had found this week.
But the second he began pulling it towards him, his stomach shriveled and his heart pounded.
It was too light.
Way too light.

"Holly.. go.... " his voice warbled a moment, " ... go see how the rest are doing huh?"
He turned slowly to look at her, his face saddened, knowing already she would know what it is. Her features crumbled, and wiping an eye, she nodded and hurried off away from the lakeshore.

Making sure she had gone from sight, Trouble slowly, using his fingertips, rolled the body over infront of him. The stench hit his nostrils, the colour and expression on the bodys face shriveled his soul.
It was all he could do to turn away and chew on his hand, fighting back the whimper and tears that seemed to spring from nowhere at the sight.

Taking a moment, catching his breath and calming himself, not looking back, he dragged the body of the dead child to shore, and wrapped it up in a white blanket.

Providing they're willing, Trouble organises Acacea and Zahid and any other who appear to lend their support, to build a temporary dam at the mouth of Palden lake, for the moment slowing or stopping the flow of the diseased water down the Unicorn River, offering his whole hearted thanks for their aid before he's even aware of how long they remain at the task.

Once complete, the sad task begins of seeking out and finding all the diseased people and animals in the area, and offering aid. For the most, unfortunate people caught in the area and catching any of the various diseases in the air are healed as best able and escorted to Beiran or the closest settlement.
Animals suffering are quickly gathered together and cured or healed as best is able, and kept in one of the rare, least effected area's of the lake, some small fences are even quickly erected to keep them from straying back into tainted lands.

The work is constant, grueling and exhausting... the task itself seemingly neverending. But had any passed the area during this, they would possibly remark on the mood of the druids and those that worked at the task, surprised at the light heartedness and half-decent spirits of those that continued to work until ready to drop.
Whether this is due to Trouble's constant joke telling and good natured teasing of those he works with, or Acacea's calming and peaceful songs and amusing antics, or both, is uncertain.
